eIDAS 2.0
eIDAS 2.0 is the EU regulation that mandates the European Digital Identity Wallet and defines the rules issuers, verifiers and wallets follow across all member states.
Why it matters to companies
It supplies the parts the Business Wallet builds on: a legal definition of what a wallet is, the trust services that make a signature or seal legally effective, and the obligation on member states to make these things work across borders.
| Electronic seals | The company-level counterpart to a personal signature |
| Qualified trust service providers | Supervised parties whose seals and certificates carry legal weight EU-wide |
| Cross-border recognition | A credential accepted in one member state must be accepted in the others |
| Relying party registration | Verifiers must be registered and may only ask for what they registered for |
Where the Business Wallet fits
The Business Wallet was proposed separately, in the November 2025 Digital Omnibus package, and is still being legislated. It reuses eIDAS 2.0's trust infrastructure rather than replacing it.
