eIDAS 2.0

eIDAS 2.0 is the EU regulation that mandates the European Digital Identity Wallet and defines the legal rules issuers, verifiers, and wallets must follow across all member states.

What it obliges

PartyObligation
Member statesOffer every citizen and resident a wallet
Public servicesAccept the wallet for authentication
Large platforms and regulated sectorsAccept it too — banking, telecoms, energy, transport
VerifiersRegister, declare what they will ask for, and ask for no more

Why the registration matters

A verifier may not ask for whatever it likes. It states in advance which attributes it needs and for what purpose, and that declaration is public. Over-asking is visible rather than merely rude.

What it does not settle

The regulation sets the rules; the Architecture and Reference Framework sets the technical detail, and both continue to move. Where an implementation choice is still open, expect it to be documented as such rather than treated as settled.
